Dissemination activities of the Open Minds project in Romania

Within the framework of the Open Minds project, the Romanian NGO ACDC implemented a structured program of five multiplier events between May 2023 and February 2025, distributed in Suceava County (north of Romania). These meetings had as their main objective to disseminate the intellectual productions of the project and favor their appropriation by local actors from the associative, educational and cultural sectors.

Each event has been articulated around a standardized format in three times: Presentation of the project and its results: description of the objectives, presentation of the Open Minds portal, its free software database, the online training platform and the publications produced.

Demonstrative case studies: concrete examples of the use of free tools (Nextcloud, LibreOffice, Mozilla…) to replace proprietary solutions in everyday practices.

Animated collective discussion: moderate round tables around opportunities, obstacles and strategies of digital transition in local contexts.

The five events shortly:

Stulpicani (12 May 2023) – 20 participants
Public: representatives of small NGOs and rural cooperatives. Discussion focused on the challenges of digital infrastructure in remote areas.

Suceava (12 December 2023) – 36 participants
Public: public more aware of the challenges of free software. The aim is to focus on community governance of shared digital infrastructures.

C dempulung Moldovenesc (July 12, 2024) – 23 participants
Public: teachers and heritage professionals. Interest for open source virtual visit tools to value local heritage.

Suceava (19 December 2024) – 29 participants
A varied audience: independent, cultural actors. In-depth discussion on the legal implications of the GDPR in the use of free tools in the associative field.

Berchieetiti (February 5, 2025) – 20 participants
Public: teachers and school animators. Dialogue on the integration of Open Minds modules in extracurricular courses, with a proposed roadmap for digital literality workshops led by peers.

Aggregated data and participant returns:
In total, 128 people from 33 different structures have participated in the meetings. Of these, 61 responded to an online satisfaction questionnaire, with an average grade of 4.4/5. The participants highlighted the importance of the interactive and reflective dimension of the exchanges, essential to adapt the project tools to the field realities.

Conclusions:
These events have fully fulfilled their dual function: Disseminate the results of the project (platform, tools, training, publications) among potential beneficiaries; Anchor these resources in local dynamics through critical discussion and co-construction of usage perspectives.

By favoring the combination of structured information transmission and contextualized collective commitment, ACDC has laid the foundations for a sustainable penetration of Open Minds tools in the Romanian socio-educational ecosystem, while strengthening a free, ethical digital culture adapted to the needs of the non-commercial sector.
